Terms of use

1. The service

Relli is a mobile app for posting videos and photos, attaching listings for goods or services to them, and exchanging messages with other users. Relli is a marketplace: we connect sellers and buyers, we sell nothing ourselves, and we are not a party to the transactions concluded between users.

Relli processes no payments and holds no funds: buyers and sellers agree and settle directly between themselves, outside the app (see section 6).

The service is provided free of charge, as is, and may change, be interrupted or be discontinued. The feed can be browsed without an account; posting, commenting, liking, following, buying, booking or sending a message requires one.

2. Your account

• You must be 18 or over to create an account.
• An account is linked to your phone number or your email address, verified by a code we send you. Keep your phone and your password secure: you are responsible for everything done from your account.
• Your username must be available and follow the required format. We may reclaim a username that impersonates a person, a brand or an institution.
• One account per person, unless we agree otherwise. Accounts created to evade a sanction are deleted.
• You can delete your account at any time from Profile → Settings → Delete my account.

3. Your content

What you post remains yours. You simply grant us a free, non-exclusive right to host, store, technically convert and display your content within Relli, so that the service can work. That right ends when you delete the content, subject to the deletion period set out in the privacy policy and to any copies we are required to keep for legal reasons.

You warrant that you hold the rights to what you post: your video, your photos, any music audible in it, and the agreement of the people filmed. Posting someone else's content without their agreement is grounds for removal.

Your posts, your profile and your comments are public: visible to anyone using Relli, including without an account, and shareable by link. Do not put anything there that you would not want circulated.

4. What is prohibited

It is prohibited to post, sell, offer or send:

• any content involving a minor in a sexual context — reported to the competent authorities, without warning and without appeal;
• sexually explicit content, or sexual services;
• threats, harassment, insults, or incitement to hatred or violence against a person or a group;
• weapons, ammunition, drugs, prescription medicines, ivory, protected species, unauthorised minerals, official documents, or any goods whose sale is prohibited by the law applicable to you;
• counterfeit goods, or stolen goods;
• scams: non-existent products, fake payments, fake promotions, requests for advance payment without delivery, money chains;
• other people's personal data — phone number, address, identity documents — without their agreement;
• spam, automated accounts, or fake reviews and fake engagement;
• impersonation of a person, a business or an institution.

It is also prohibited to attempt to access our servers or other people's accounts without authorisation, to extract the service's content in bulk, or to disrupt its operation.

5. Sales and services

• A listing must describe the goods or the service faithfully: the price shown is the price asked, the photo or video shows the real item, and the stated location is correct.
• The seller alone is responsible for the legality of what they offer, for its conformity, for its delivery, and for any taxes and permits applicable to their activity.
• The contract of sale or of service is formed between the buyer and the seller, who alone agree the price, the settlement and the handover. Relli is not a party to it, processes no payment, guarantees neither settlement nor delivery, and provides no escrow or refund service.
• In the event of a dispute, contact the other party through messaging first. If that fails, report the account to us: we can investigate, sanction, and pass relevant information to the authorities.

6. No payments in the app

Relli processes no payments. The app has no checkout, no wallet, no mobile money integration and no card payments. Relli holds no funds, acts as no escrow, takes no commission on sales, and issues no refunds.

The buyer and the seller agree the price, the means of payment and the handover arrangements themselves, and settle directly between themselves, outside the app — as they would after meeting at the market. The “Buy” and “Book” buttons open the listing, from which you can talk to the seller; they trigger no payment.

Accordingly, Relli is neither a payment institution nor a financial intermediary, and collects no banking or financial data. Any settlement is made under the sole responsibility and at the sole risk of the buyer and the seller.

7. Moderation and sanctions

Every post, comment, message and profile can be reported from the app (press and hold → “Report”). You can also block an account: blocking is symmetrical — you no longer see each other's content and can no longer write to each other.

Moderation is responsive: content is not screened before it is posted. We act on reports, and we act quickly on the most serious ones. Reports involving a minor are handled before all others.

Where content or behaviour breaches these terms, we may — depending on the severity, and without being obliged to — remove the content, limit the account's visibility, suspend the account, delete it permanently, and pass the file to the competent authorities. The most serious breaches lead to immediate deletion without warning.

8. Liability

Relli provides a technical platform. We do not review in advance the content posted by users, nor the quality, safety or legality of the goods and services offered, nor the ability of the parties to complete a transaction.

To the extent permitted by law, Relli cannot be held liable for indirect damages, loss of profit, of data or of custom, nor for disputes between users. Nothing in these terms excludes liability that cannot lawfully be excluded — in particular in cases of gross negligence or wilful misconduct.

The service is provided “as is”, with no guarantee of continuous availability or of freedom from error.

9. Ending the service

You can stop using Relli and delete your account at any time. We may suspend or close an account that breaches these terms, or discontinue the service — in which case we will give reasonable notice where possible. Clauses which by their nature must survive (content, liability, governing law) remain in force.

10. Governing law

These terms are governed by the law of the Democratic Republic of the Congo, where the publisher is established. Failing an amicable settlement, the competent courts of Kinshasa have sole jurisdiction.

11. Changes

These terms may be amended. The date of the last update appears at the top of the page; where a change is significant, we will tell you in the app. Continuing to use Relli after it takes effect constitutes acceptance.
